S. Shamai Elstein

Mr. Elstein's primary practice area is the representation of electric utilities and other participants in the energy industry before the Federal Energy Regulatory Commission (FERC). Mr. Elstein's energy practice includes assisting clients in merger proceedings at the FERC, preparing market-based rate applications and other wholesale rate filings, and advising clients on compliance with FERC rules and regulations, including issues related to market-based rate authority and the FERC's Standards of Conduct and Codes of Conduct. Mr. Elstein also advises clients on hydroelectricity issues, including obtaining and renewing licenses for hydroelectric projects. Mr. Elstein has assisted in a litigation and investigation before the FERC. Lastly, Mr. Elstein provides contract review and transactional advice on power purchases and sales, and transmission issues.
