Scott J. Mueller

Scott Mueller is co-chair of the firm’s Energy Regulatory Department and has extensive experience in the areas of utility, energy and regulatory law. He represents a wide variety of clients in related transactions, proceedings and litigation. Typical clients include electric utilities, independent power producers, natural gas-distribution companies, investors, energy marketers, interstate pipelines, municipalities and large consumers of energy. In recent years he has counseled clients on matters related to the restructuring of the electric and gas industries both at the state and federal level. He frequently advises clients regarding the state regulation of public utilities, the introduction of competition in regulated markets, the purchase and sale of gas and electricity, the development of energy facilities, and the state law aspects of public utility mergers and acquisitions.

Mr. Mueller routinely represents utilities on regulatory and rate matters before the state utility commissions and appellate courts in New York and New England, as well as before the Federal Energy Regulatory Commission. Prior to joining the firm, Mr. Mueller held a number of positions with federal regulatory agencies in Washington, D.C. and Boston.
